I got soft locked in the ruins where you get the mermaid transformation I also got the sea monster form and now I it is not letting me swim.

In the sunken ruins I pick up the music box and got the mermaid tf I also had picked up the deep sea pearl earlier so there was a sparkle and I interacted with it and got the sea monster tf, I was then teleported back up the the first room so I went back down the stairs having not completed the mermaid quest the stairs back up was blocked and I could not use the dive ability that the mermaid form has so I was unable to reinter the water. (Note: I save every time I come across a save point so I have a save that I can go back to, thanks any way.)

The one fragment that gets stolen in the jaguar story gets return automatically once you completed it. So you should already have it back.
If you missing one it might be another. Maybe the one in the extra part of the desert? You also can find a hint where all worrld fragments are and which ones you are missing in the forest of beginnings.
Dont know it out of my head but will look it up once I am back on my pc and write a reply.
The game can be completed with a minimum 10 forms. You dont need most of them for reaching the end. Seem like you got pretty much all!
Okay, the missing one definitely would be the one from the Ice dungeon then. How many do you have?
You did complete it and cleared the dungeon, i assume?
It also could be just a display bug in the quest. You can count them in key items as well to be sure. And in the save file screen as well I think.
I looked and the music that plays in the battle with Lima is "Battle8"
Just saw you already found it. Yeah rpg maker has some real banger songs^^
I also looked for potential bugs with the world fragment but could not find anything yet. The jaguar quest returns your lost fragment to you like intended. And the Ice Dungeon also seems to work as far as I have seen it.
Did you still having this problem? I alsoways could take a look at your savefile to figure out the potential bug.
Looked at it and it is just a display bug in the quest details. Will fix that with the next patch!
You have all five world fragments so you're save file is fine. You can continue playing without worry. Also no need to be sorry, englich also isn't my native langue either^^

As for the puzzle: As you may already guessed each dragon needs to look at another dragon statue. There also is a fifth statue that cant be interacted with but needs to be taken into account as well.
