Just learn a real programming language or engine man.

Godot is perfect, no money, small, and epic.

Ok but godot is nothing like scratch and OP is not likely to learn an entirely new engine between now and the start of the Jam

The rules state:

What engine can I use?

You can use any engine or framework you like. You can even make your own if you want.

So you probably can use scratch.

Scratch is allowed.

use gdevelop or construct

I think that yes, because you can create the game in scratch and with a tutorial on youtube you can export it and submit to the jam.
