One of the requirements is to include the project source. Is it possible to use a private GitHub repository and just give access to gameDev.tv. Or does it have to be open for everyone to see?

You need to provide the source for the jam entry openly, but you totally don't have to completely open up your repository. It would be sufficient if you exported just the commit that you built the submitted version from...
