Yeah, I believe you will be placed where you first uploaded your game in the submission order, even if it is a draft. It's annoying I agree they should change that.
I have no idea sorry ! I did that too on my other game jam but I didnt try to delete it. And your project is still going to show up in the submission feed every time you update it so dont worry I really dont think its that big a deal :)
go to your dashboard and edit your draft and scroll down and there's an option to make it public also when you first add it to itch.io it makes it a draft then you have to edit it too make it public
