No, because I think it will be unfair to people that joined later, to compete with people that joined on day 1, but that’s from my, “Official” side. Someone in community can rate games themselves and give out prize themselves.

but come on it's freaking 5 years so theirs so much time for people to join so I don't think anyone would be left behind.

Random internet person? That is the jam host - and most likely the most official answer you will get. 

Just by the nature of the jam it might be hard to find a system to rank the games. The jam invites many different creations that you can't really compare. Someone might do 20 casual games to learn to code, someone might do one big 5 year dev cycle steam release, someone might do a game engine, and so on. What will you be creating? Good luck!
