I would say it has a pretty good atmosphere, like how the emulator was presented. Save State 4 legitimately have some of the most unpleasant audio I have ever heard and that's a complement. However, it's also somewhat hard to navigate the world. The lack of player user interface does damage some of my immersion, as it without the SNESy+ toolbar it feels like you are in some sort of horror walking sim and nothing more. I bring this up because one secret alludes to an XP system yet nothing else here indicates such a thing exist, so maybe something as simple as a fake exp and health bar would have helped in this regard. However, I guess you could excuse all of this because it is just an unfinished game that never made to release. I will say that one of my favorite moments was finding one secret related to Morse code and be able to decode it, though for the sake of secrecy I will not go into more here. While it might not be the best take on the idea of an unfinished game, it does serve as a good precursor to Basilisk 2000, which does a better job with this premise, and I would recommend you play this before you go to play that.
