The unseen and probably just a bit fascist emperor reads their scientists research paper with a frown. "This is just the authors poorly disguised fetish."

"But emperori!" The scientists cry, desperate to make their super solider formula as fucked as possible. "Every pillar of our empire is just a poorly disguised fetish!" 

The emperor Pagliachi gives the scientists a curt nod. If the nobles can all enforce their breeding kinks by law, than he can probably let the scientists have whatever the fuck this is. 

Before he leaves the room, he turns around. "Just... just one more thing." The scientists all freeze in fear. "This bit here seems inefficient. You only have so much money, and so many materials. Why are you investing points into hair floofiness."

"Oh just using up leftover materials" The scientists lie. "It's really easy and uses up barely anything, if we didn't do this, the materials would just go to waste." The scientists lie some more, knowing full well that they are fucking up their military's chance at self-regeneration to make the gollums hotter.
