With the upgrades from the 3.0 update Marmoset Hexels has now become my primary art program.  It can do pixel art, isometric art, low poly and vector art in a beautiful canvas tool, and you can expand that to frame by frame animation and tweening tools.  I highly recommend this program to both beginners and experts alike.
