While playing against Loki ([0.5.9.4]-venom-loki-(74)-(2125431681).json) I was not able to activate the Night Nurse (https://marvelcdb.com/card/09019) in alter ego despite this being an action an not a hero action. 

Also, I noticed that after attacking Loki with an event (this was in another game, so I do not have a save file, unfortunately) I was allowed to activate the response on Loki's Staff (https://marvelcdb.com/card/21170) and Loki's crown (https://marvelcdb.com/card/21171). I think this should only be possible after a basic attack.

Regarding “09019” (Night Nurse), it states:

heal 1 damage from a hero

In your case, it seems there was no hero in play, which is why the ability could not be activated.

As for “21170” and “21171”, you are correct that the response should only trigger after a basic attack. This is indeed a bug, and we will prioritize fixing it in an upcoming update.
