Likely the same as the generally accepted dictionary definition. See also the Acceptable Use chapter in our terms, that says:

Prohibited actions include but are not limited to:
...
Posting content that promotes or participates in racial intolerance, sexism, hate crimes, hate speech, or intolerance to any group of individuals;

Edit: note the words "racial intolerance, sexism, ... or intolerance to any group". Your answer is right there.

Why, do you plan to post something that could go against common sense and decency?

Hate speech struck me as an action that would include the already listed words, leading me to assume that hate speech would encapsulate something else that wasn't previously listed as not to be redundant. Thank you for the clarification! <3

Additionally, it may feel imprudent to me that an ask for clarification would prompt an accusatory question.

Unfortunately we've had multiple incidents when:

  • someone asked this question,
  • we didn't answer firmly enough right away,
  • and they promptly started posting far right propaganda.

When confronted, they tried to rules-lawyer and/or claim "a moderator said it was okay". So I wanted to be very clear on these things right from the start.
