When you say to build the southern mine on the country overview, on the next turn it will just undo that, wasting all the resources put into it.

I experienced that it actually looks like the mine is not building on the next turn, and you can even pay again for its construction, but when you've started construction and you just ignore it for the following turns, it actually finishes after advancing enough turns.
