I am trying to provide the correct tax information to Itch, however after multiple tries it appears that the estimated payout does not update to the correct value according to our calculations.

We do not wish to request a payout with the incorrect withholdings tax since this would mean that a large chunk of our revenue disappears.

When clicking the “Initiate new payout” button, will we be locked into a payout for whatever the current tax details are or will we be presented with a page where we can inspect all of the information before approving a transaction?

You have it backwards. As explained in several places, you have to request a payout first, otherwise you'll never see the correct, updated tax rate. If things are still unclear after that, you can of course contact support.
