can you accidently lose it? Because I dont have it anymore, or I didnt found it yet. It is in the dungeon that Jaylinth opened at Red Keep, right?

I also have a bug with the windmill on the Country Management Map where it says that it is done in ! second but nothing happens.

check weapon inventory section if open all chest red keep dungeon it should be there

Then perhaps try U luck at twin towers or Ying n yang tower
