Is it possible that an account username could be switched to something else that's been claimed by an old/inactive account?

Right now I'm under the name 'mythiiee', but I typically like using the name 'mythiie' on all my platforms so the accounts are found easier/are harder to impersonate. On here though there's a completely unused/blank account from 2018 ((this is NOT me)) under the name, just sitting there ;;

And yes I have plans for using this account for sharing games, I won't leave it blank like the other person's. Does anyone know if this change is possible/allowed? ((this is my first time here so sorry if i did something wrong ^^
