Steam keys question

Howdy dear colleagues. I've got this issue that needs to be solved.

So I'm selling a game here and say I already have some keys. So what is the buyer actually buying? Is he buying that Steam key only? Or is he buying both the key and the archive of the game that I MUST add too?  

So can I just sell a Steam key or I firstly I need to sell the archive and then it's up to me whether to add the key or not?

We do make exceptions for some sellers, but there has to be a reason why they can not provide a build of their game on itch.io.
