Project rating / Project Names

I feel like most users including myself at the start did not know too much about Giving " Stars " for projects or where it is located usually. 

I always feel like when a regular user that usually does not make games or assets and such alike tend to never see the rating button or don't think it into consideration, would it be possible to be able to give the rating after downloading the project or somewhere more available other than " More information " on the pages which you need to click on.  There is not too much incentive to click the rating other than someone specifically asking about it or you being a kind person. 


Generally there is also a problem with the panels next to rating when for example there are game's jams which then go across from one edge of the webpage to the other as the names are reasonably way too long and annoy the user checking the site. ( Could anything be done regarding it )   " Either shorten the name and if you hover over it you can see the full one or it is limited to certain length only for the people making game's jams and such alike.


Or is it generally just me who finds these odd maybe the way to direct users to like projects is to make a long long " Game Jam " name or such alike which distracts the user into seeing the rating part on the panel.
