With the information you have provided I can definitively say I don't know.

You should mention what experience you have programming. What languages you are familiar with. What type of game you want to make.

If you have no programming experience, it is very difficult to program games. If you want to limit the game to a specific genre you might find a tool that handles a lot of the programming for you but it will probably have a scripting language which will require programming.

For your first game, make some small. Perhaps remake an old and relatively simple arcade game like space invaders.

For me, I leapt straight into using Unity and I'm so glad I did. Yes, it was a challenge at first, but I'm glad I stuck with it. I can create 2D and 3D games easily now and a lot of game studios are using it, it's good to have.

Depends on the platform you are targeting, depends on the type of game you want to make (2d or 3d), depends on your programming experience, there are engines that are programming friendly. You can also consult the documentations, it is important if you are not familiar with an engine to easily find the documentation and the solutions, and when you choose one take a brief information on the proposed license.
