I talk to raylene.  She tells me to go outside n flip a switch I go to the area no switch . Between barrel n wood pile.. I'm on android with tap to walk control. 

The switch is not visible, you just interact with the tile where it's supposed to be, you'll hear a sound. After you go back to the bar, you should see a path of stairs in the top right corner
