Is US withholding tax applied on income earned from us customers only?

Hi, i have been doing research to find answer to my simple question regarding withholding tax policy on itch.io and other platforms to understand it better. My question is that "do non us developers need to pay withholding tax on only income earned (copies sold to ) from us customers only Or is it applied to income earned from customers worldwide (copies sold worldwide)".Youtube for example withhold tax on income earned from us viewers only and it's clearly mentioned in their terms of service ,however itch.io has not mentioned it clearly and i think it should be same because law is same for everyone and for every platform.

It would be nice if itch.io can clarify to help every non us developer wanted to sell here. Link to YouTube policy here. YouTube policy

Thanks

Yes you get withhold if you are outside the US and selling as a business.  The one you confuse about might be Tax withholding on US employees: https://www.irs.gov/payments/tax-withholding

You are an independent because you dont work on a job or hired to do something for US company related projects. This means you only have to follow your country laws and US withhold  laws for your country.
