I can no longer edit the themes on game pages on my profile. I'm on the latest version of Chrome. The theme editor was working for me - yesterday, I believe.
It is there for me. Are you using a screen that is wide enough? If you browse from a mobile device that is portrait, the button might not show up, as it doesn’t have enough space.
