I have some question regarding the buying process:

1.) I vaguely remember buying same item multiple time is not possible with itch.io. How about "pay what you want" price? Can people donate money multiple times or only once? If it is possible, and they do, can I browse who donated money and how much in total? Or does it show up as individual donation?

2.) I also vaguely remember that if somebody purchased Tier 1 item but wants to upgrade to Tier 2, they will have to ask refund, then re-buy Tier 2. Is this still true?

There is no limit to the amount of times someone can pay for your project.

However, each payment is distinct, so it’s not possible right now to “add more” to an existing payment to unlock additional content. So, as you described, if they would like to unlock an additional tier they would have to buy it again at the total price, and request a refund on their first purchase.
