you cant legally, Apple does not allow people to download apps outside the app store. However people with jailbreak phones can download  outside apps. The number people who have jailbreak phones to play games might not be enough reason to develop IOS because each iphone that was jailbroken was either  outdated or discontinued by apple. You rarely see anyone with a new iphone jailbreak it.
