If you want to make the ICBMs fly lower, you have to change the apogee if the ballistic missile to a lower value, then you have to update the silo and place the silo on the map. Unfortunately there is no way yet to update existing units.

If you really really want to update an existing plan, you can use Notepad++ and use the "replace in files feature searching for "apogee..."

An update is indeed coming, hopefully this weekend, and it will include Chinese and Indian forces. I made a tweet about it today.
