Ok thanks. Based on the wording of that, does that mean that some limited time free games do offer keys?

The title. I've claimed quite a few games on Itch that were free for a limited time, are on Steam, and say that the Steam key is included in the purchase, but I can't get them. Are they unavailable for limited-time free games?
