you are allowed to do that for A or B because you are only using the colors black and white.

I think you should start brainstorming ideas when the jam starts and a topic is given. then using that topic you can think of an interesting game mechanic that relates to the topic. then you decide which genre of game best fits the game mechanic. (p.s. I don't recommend making a 3D game unless you are really comfortable with it.)
