Hey! Had the same problem on a FOSS app, luckily they had the solution documented: https://github.com/thusvill/LiveWallpaperMacOS. Sadly this proves that you either have to pay Apple for your app to run, or you'll need to convince people to run a terminal command.

“I_Skipped_Rent_To_Buy_Lottery_Tickets” is damaged and can’t be opened. You should move it to the Trash.

The file gives this error on Mac, Apple Silicon M1. The error might be due to the sign not matching the code. ("The app has been modified, and its code does not match the original signed code.")
