So let's say there's someone who participated in this jam that's under 18. Would they be able to claim the prize money and if not what if we provided their parent's paypal and what not, the parent is in control of the money so then would it be acceptable?

This hits bullseye on the theme. The game of life easily gets chaotic from such simple rules
