So let's say there's someone who participated in this jam that's under 18. Would they be able to claim the prize money and if not what if we provided their parent's paypal and what not, the parent is in control of the money so then would it be acceptable?

I'm not sure of the legality - I'd need written proof that the parents accept responsibility, and would prefer to also talk to them on Skype or something to verify it.
