I hate to nitpick about grammar, but since you're clearly concerned about it, normally the phrase would be for whom the bell tolls, not to, unless you're intentionally wording it differently. I hope this is more helpful than irritating.

That's not a bad idea. As a total novice, I've been advised to kind of stick to a particular style or genre, but not be afraid to share with others if there's interest. For instance, I'm kind of trying to reach the Call of Cthulhu, horror audience, but if there was interest in a 5E version, I'd totally do it.

It seems from what I've read that the obvious setting would be post-apocalyptic, just because a lot of the descriptions you gave sounded like they came from that setting. I think that would be a good fit. Plus, the title and explanation of the system make me think post-apoc.. But you're right, it could be used in other settings. It doesn't make me think fantasy, but it could be used in it. It would probably also be a good fit for horror. 

I like these mechanics, but do you have any more information about the setting? Is it setting agnostic? Post-apocalyptic? I'd be interested to know a little more about that.
