Is it a bug or the original setting that appears in the game that the neighbor doesn't give the certificate?
You can ask them about their papers with the checklist, just mark in the (x) spot and then the question button that pop up, if the neighbor has the paper it will show it up.

This bug it's to weird. I can't replicated and seems to just happen to you for now.

I just updated the game, I added some line of code that should fix it. Please let me know if it works.
