I just bought Book of Law level 2, increasing my Training centre speed from +10% to +21%. It didn't increase the speed at all. I suspect that level 1 maxed it out by mistake.
Oh yeah, the Training Speed is capped at 1 minute at the moment, that surely doesn't make sense to increase its level any further :/
