So the reason you're getting that message is because you can only load beats for levels you have unlocked, so you would need to complete levels 1 and 2 again to load a beat for level 3.
I'll think about changing how this works in the future, but it would require a rework of how the menu works.
I can't think of a good way of letting people load a beat from any level without having that break the menu, there's also the problem that it would be possible to spoil later levels by loading a custom beat, but I don't know how much of an issue that is...
Anyway I'll think about what to do about that again at some point.
