You missed a scene with Vic because you either didn't visit all the locations in town and talk to her there on her date, or didn't kiss her.
Scene in chapter 18 has following requirements: you need to visit every single location in chapter 7 free roam and talk to Vic, you need to kiss Vic after chapter 7 free roam (unlock after talking to her in at least 5 locations but to unlock scene you need to visit ALL of them anyway), you need to NOT say something stupid to her during ch18. If you meet all 3 requirements you will get scene in chapter 18.
