You can't declare war yet, only tell Theremis to start to prepare for a possible war. Dialogs with characters from other nations are not affected by this choice.
So the situation in the north should be able to arrange nation meeting with them or is it going to keep saying that there is a situation going on an can't arrange a meeting?
Also the chance to talk to the queen of the north to be able to do final chance is not working
