Im having trouble finding the quartermaster, mind telling me where he is?
Edit:nvm, found him, now I'm waiting for the next update, and I can't seem to find the exotic goods trader either-
Exotic goods trader is in the bar, just as the upgrade description says. He's sitting at the table to the left of the entrance.
