Bugs are allowed to be fixed yes, it's more designed for major game breaking bugs or anything that limits the player's experience. When your game is updated it must be noted in the comments of the game's submission page with all the changes that have been made. This comment should be properly dated too. Once voting is over you are obviously free to do whatever you like with your entry 🙂
