No. That is the auto-forward button. That was what I found wasn't working while looking for the skip problem which I did fix last night. That, while active, will progress the text without you needing to click. Skipping is just hitting CTRL.
I should have made it a bit more obvious. I did not make a fast forward button on screen since it's easier to just hit control, but nonetheless I did manage to fix that button for its intended use and plan to have that in the next update!
