This is perfectly allowed. Bare in mind you can create your own: races, magic artifacts and own style of game you do not have to make it into a rpg.
Got it, I needed an excuse to fiddle with RPGMaker 2003 since I got it on Steam while it was on sale. I'm sure whatever comes out of it will be interesting haha
