how do i buy refinery game doesnt give me option to do so
It's found on the higher floors of the Upper New Ark mall, but the milk farm has to finish being refurbished (just paying for it isn't good enough).
I'd recommend mostly ignoring the milk farm while it's being worked on and do other things in the meantime. Just check on it every time you sleep (if able) and you'd be surprised how fast it gets done. heh
