Ah! It mentions on that screenshot that the validation will happen when you open your first payout request. Until then, you are ready to accept payments.
At least if I understand correctly what you are asking.

Have you set your account to “Collected by Itch.io” ? If that’s the case, Itch.io will collect payments, and once you are ready, you request a payout.
That way the first time you request a payout, it will be mentioned that there will be an extra review.
I’m not familiar how this works if you’ve set your account to direct payments to you.
