...I am planning on making a Fallout visual novel that intentionally feels like a New Vegas quest. I'm creating NPCs and setpieces in Fallout 4 since it has better customization options, but the game at its heart is a love letter to New Vegas.

Since New Vegas was released on 7th gen consoles, does this idea fit the theme requirement? I'd like to know now before I get too far into development. xD

I'd say it does, but one of the categories for the public voting is "Theme" and imo not a lot of people would immediately connect "7th generation consoles" with a multiplatform game from the era. The theme is more about specific consoles than the generation as a whole.
