how do I fix the underwater tunnel or at least get the other fishgirl out of the underwater? I'm so confused
You buy the Marina, then purchase the UNDERWATER TUNNEL upgrade. But you can't move the fish-girl just yet, sorry.

The whistle thing is the Nexus. Not related in any way whatsoever to the underwater tunnel...
