As of right now the plan is for Steam access to be available only on Steam. I don't believe Steam itself offers keys for direct purchases, but you can purchase things as gifts to send to other accounts.
(There are ways for developers to generate keys and sell them on store fronts like Amazon, but that isn't something we intend to do.)
