I beat the Game with only 2 bullets! The 4 armored guys was when I had to use the 2 bullets. If anyone wants to know how I did it on each level, just ask.
im trying this: shoot one dude, grab him and use him to unarmor the next dude, grab him, yadda yadda. Its hard tho because i keep breaking the glass instead of hitting the dudes
also technically sometimes i get a bug on that level where i didn't kill everyone but still got to go to the next level, so i can just skip it with 0 shots taken.
