i got it with 0 bullets, u can shoot one guy (not glass below them), grab them, throw at another guy, grab them, throw at another guy, grab them and throw that guy at the last guy's pane. I did it myself.

1 shot for the whole game :D

also technically sometimes i get a bug on that level where i didn't kill everyone but still got to go to the next level, so i can just skip it with 0 shots taken.

maybe if ur fast enough u can get 1 bullet on that level... 

actually no, on the train part i misremembered what i did, i actually started off by kicking armored dude into a door

ok i did the whole game in only 2 shots. for the train, i just grab unarmored and throw at armored to make them unarmored and grab them to throw at the other armored and then grab the new unarmored to kill the other one. Timing and position are important for the time limit lol. For the one where u have to shoot the panes (the one with 3 armored) I just kicked one pane, and one the armored was unarmored i grabbed him, use him to destroy another pane, and shot the other panes.

i beat it with only 7 shots total (3 not including the one where u have to shoot the panes, i think i can still get less tho)
