Woah, calm down. It's all already explained, nothing has changed.
If you want to update from scratch, simply download, move your saves over, done. Then you can delete your old folder.
If you're updating via the patch, no folder is deleted, so you don't even need to do that. But as it says multiple times, you can only use the patch on 0.13.2 or newer.
Simple as it gets.
