Yes there is, next to Sakura Town, and it has been for a few updates. If I recall correctly, you unlock it while completing Adventurer's Board missions.

You click your mouse (or touch screen) when the bobber is within the green arc, pretty straightforward. That will rise your catch meter on the left, should take a few hits to fill and catch the fish.
Also, have the tutorial pic for full context. I saved it in advance, I dunno how to see it again without loading a save before fishing for the first time.

I've been going "ay-oy" personally even though it doesn't sound quite right, but I have no idea and am terrible with those sorts of names. "ow-ee" doesn't sound or feel right to me even if it looks right for the name, and "oy" is in the same boat.

I'm sure it'll end up I'm overthinking it, like with another game, a girl named Qiya I was pronouncing "kee-ya" and it turned out to be "kai-ya".

In the morning, go to her room and ask her on a date.
She'll tell you to meet her outside later.
At that time, exit the house and click the bench on the left (it can be hard to notice, I agree).
