Interestingly you made me aware that there is a glitch because you are not supposed to use the platforms from the part before for the boss fight haha! A platform that will help you reach the cog will spawn after Victor has spawned waves of bullets three times. Admittedly, the time that it takes for him to spawn those is way too long and will be shortened dramatically in a future update :)
