I am using a paid asset called PSX Effects to get a ps1 style look. There is a way I can do it without premade assets that is free. I am in a few jams right now so I forget which did and didn't allow paid assets. 

You can use any(paid, free) assets, as long as you have the right to use them from the artist.

Yea you can use those assets not a problem at all.
