some weird bug makes the upgrade cursor dissapear and softlocks you.
probably not a big worry. it only happened once to me.

I've tried to replicate the glitch, but i can't pinpoint what exactly makes it happen
Maybe you were on co-op and your teammate died and had to pick a perk? (not a move or upgrade just a perk)
no, i only play single player. interesting idea thhough.
you can use your mouse to fix that
